Per the EPA, the “Emission Control Area” for North America will go into effect on August 1, 2012:
On March 26, 2010, the International Maritime Organization (IMO) amended

Sea-Land case is hot off the press and the Supreme Court says, a claimant is “newly awarded compensation” when the claimant first becomes disabled and thereby becomes statutorily entitled to benefits, no matter whether, or when, a compensation order issues on his behalf.
